Environmental Impact Report
Notice of Preparation of an Environmental Impact Report: Sonoma County is the lead agency in the preparation of a programmatic Environmental Impact Report (EIR) addressing the Springs Specific Plan. Public agencies and interested parties are invited to submit comments in writing as to the scope and content of the EIR. A scoping meeting will be held on Tuesday, July 10, 2018, at the Permit Sonoma Hearing Room at 2550 Ventura Ave, Santa Rosa. All comments must be received prior to 5:00 p.m. on July 30, 2018. Land Use and Circulation Alternatives Report (February 2017) - This report presents three alternatives, 1) Community Housing and Mixed Use Alternative, 2) Moderate Growth Alternative, and 3) Existing Zoning Alternative for consideration by the community, Community Advisory Team, Technical Advisory Committee, and County decision-makers. The report describes the zoning and associated new development and the circulation improvements associated with each alternative. An analysis of the land use, growth, circulation, and infrastructure effects of each alternative is provided.
Alternatives Summary - Spanish
Issues and Opportunities Summary (January 2017) - The Issues and Opportunities Summary provides an overview of public input received at the three Community Workshops held in 2016 and summarizes input from the Community Advisory Team at its two meetings in 2016. The Issues and Opportunities Appendices include the community input data, including comments and visual materials from mapping and design activities.
Existing Conditions Report (December 2016) - This report establishes the existing conditions at the time of the preparation of the Springs Specific Plan. This report is used as a reference document throughout the process and will also be used to identify the existing baseline settings for the topics that will be addressed in the Environmental Impact Report.
Market and Feasibility Analysis (August 2016) - This report analyzes three residential and three commercial development options to determine market demand and potential price ranges.
